SHEEP GRAZING AT WOOROOMA
EXPLANATION: A Moulamein local has proposed that he leases part of Woorooma that is not used for ConFest for sheep grazing. This has been discussed at different meetings but is controversial. I think that members should decide in principle whether sheep grazing should be allowed at Warooma and that if grazing is approved, the Board can negotiate an appropriate agreement.

Motion 1: That the SGM approves in principle that sheep grazing is permitted at Woorooma and that the Board negotiates an appropriate agreement.

EXPENDITURE IN CONTRAVENTION OF GM MOTIONS EXPLANATION: At the SGM in July 2020 the following motions were passed:

That DTE does not pay for any food or drinks. PBM

That DTE does not pay for any travel expenses including, but not limited to, fuel for personal transport, vehicle hire, taxis, Uber and other ride sharing services, public transport including airfares, parking costs, road tolls, traffic infringements, registration, insurance or maintenance of personal vehicles. Also the use of DTE vehicles for private purposes is to be discontinued. PBC

That DTE does not pay for any camping or caravanning equipment including, but not limited to, tents, caravans, furniture, bedding (mattresses, pillows and bedlinen). PBC

That DTE does not pay for any personal clothing, footwear, headwear or sunglasses and that this includes both fashion items and work clothes. PBC

That DTE does not pay for any personal phone or internet charges incurred by members, including directors, and that this includes both service costs and the cost of paying off mobile devices. PBC

That DTE does not pay for any personal household expenses including rent and utility bills. PBC That DTE does not pay for any electronic items (including accessories) for personal use. PBC

The intent of these motions was to make it very clear that expenditure on these items is not allowed and there can be no argument that this expenditure can be justified as required for DTE purposes.

This motion does not include any expenditure specifically allowed by GM motions passed after the July 2020 SGM.

Also passed was this motion: that any DTE funds spent on personal expenditure is reimbursed to DTE. PBC 

 

Motion 2: That anyone who spent DTE money in contravention of the June 2020 SGM motions banning the use of DTE money for personal expenditure is required to reimburse DTE and does not receive any more DTE funding, (either in advance or as reimbursement of expenditure) until this misspent money is refunded to DTE.

LAND CARE PROPOSAL FOR D.T.E PROPERTY AT WOOROOMA 7599 PRETTY PINE ROAD MOULEMEIN NSW

Motion 3: That Ray Higgins is given permission to relocate some of his nursery from Bangholme Vic to Woorooma and to remain at Woorooma 24/7 (with permission to also visit Bylands) To work on plantings and land care on condition that he complies with directions from the Board and O.C

EXPLANATION: Hi to all Members.
I have a proposal to help with the re foresting of WOOROOMA
I would like to use an area behind the Woolshed to establish a small plant nursery to grow plants indigenous to the site. And to have regular plantings.
The plan would be to plant out 400 trees per year around the property. And have them maintained by Volunteers under the instruction of myself.
There will be a plan drawn up of plantings that will not encroach on Aboriginal cultural heritage sites. with reference to Aboriginal Heritage Site Report 2012/13
In the past I have planted out an area of 2 acres/0.809 Hectares on a site near the cottage. An inspection invited by me to all concerned.
I Would like to relocate some of my present Nursery at Bangholme Victoria to Woorooma. I have recently sold the Lease to my nursery and would like to continue growing some plants for the plant outs. I Have in the past supplied 1000 plants for D.T.E Landcare. The set up of the nursery will be paid by me I.E relocation of materials to set up nursery with maybe a working bee to help. I have been a nursery man growing commercialy for 40 years And have references as to my good name and abilities. I Have been A D.T.E member for the last 6 years have worked on many Working bee’s in that time. And also a Confest goer for the last 12 years and would like to think we can help reforest The Woorooma property to some degree. I would also like to have a small veggie garden for volunteers to participate in. I am more than willing to have volunteers come and help with the plant out. I would have a companion with me who would need Board approval to be on site. We would also work on maintaining the festival site to O.C, C.C, And Board requirerments.

For example slashing on a regular basis.
And would go to Bylands to do regular maintenance there.

I would need to have access to the property 24/7 on a yearly basis.
The land management plan prepared by Kelly Consulting in 2012 stated the benefits of having a permanent presence on site. Hard copies of report are Available In cottage.
I would like some access to the cottage but not to take over the cottage and would not interrupt visitors using the cottage as I will have my own living abode A 9.6 metre motor home with solar power which enables me to be self sufficient if need be and I would otherwise only need to have access to water and electricity which I am willing to pay for.
This plan would be an ongoing program and I will abide by direction of the Board , O.C. and C.C. And not interfere with any other on going work on site. After a determined period I would leave the running of the nursery and The maintenance of tree plant outs to who ever the Board thinks suitable.This plan is for tree and shrub plant out’s With the veggie garden also. And any other Landcare projects planned I would help with. I would need access to the work shop, Tractors for site work. I.E Slashing. And trailers for general maintenance on site. I have driven tractors for 50 years and know my way around them.

I have $20.000.000 public liability insurance and would have this allocated to Woorooma., Copy of currency certificate available.
I would not interrupt in the normal running of the Woorooma site.

SPENDING AT CONFEST MARKET

EXPLANATION: At the 2019 ConFest DTE money was spent on food and drinks from the ConFest market. Who consumed these drinks and food? All volunteers can eat at the Hive or arrange food to be kept or delivered to them. Who is allowed to eat at the market? All volunteers? All members? All directors? This could either be very unfair or very expensive for DTE.

At this link are documents from Xero showing spending at the market. There may be more examples which have not been found.

PURCHASE OF CONFEST TICKETS WITH DTE FUNDS

EXPLANATION: All members and volunteers are required to make a very small payment for their tickets. People should be paying for their own tickets not using DTE funds.
