Tech Team appropriation moving into 25

This appropriation excludes any Tech Team costs not directly related to ConFest/ConFab gatherings. This is just to keep things humming.

This appropriation does not allow for any equipment repairs or replacements nor infrastructure expansions.

Any such requirements would therefore need to be applied for separately if required.  

It is likely the Tech team will out in another appropriation in September of an additional appropriation
